Kaohsiung Municipal Siaogang Hospital is the first medical institution in Taiwan to successfully use PACS to turn paper records into imaging records dating back 30 years ago. PACS can build an enormous image database and integrate images of different medical devices into the medical record system. It can also incorporate various files and graphic formats. More than 3,500 hospitals all over the world, including those in Japan, Thailand, Taiwan, China, the Philippines, and the United States, use EBM Technologies’ PACS to help doctors quickly diagnose patients’ conditions.
“Electronic Medical Record Exchange Center” facilitates public access to medical records
With the advancement of technology and the demand of the public, the Ministry of Health and Welfare established the Electronic Medical Record Exchange Center (EEC) (https://eec.mohw.gov.tw/) in 2011 to digitalize medical records throughout Taiwan. Members of the public can access their medical records through the Internet to facilitate doctors in the diagnoses. With the consent of the patient and the doctor, after double authorization verification, the patient can access the medical records of other medical institutions, and those records are considered legally valid. Also, the Department of Disease Control or the Ministry of Labor Affairs may, within the scope permitted by law, access the medical records of the public through the EEC platform for relevant individual or common cases to formulate national anti-epidemic policies based on the data.

“Image Reading Center” benefits Taiwan’s rural healthcare
After EEC, the company has developed the “Image Reading Center” platform that combines cloud technology. Patients in the remote region, including 29 mountain areas and outlying islands, can consult with professionals and doctors in big municipalities to decide whether they need further medical resources. All they need is to first access their medical records from the 45 local-based medical institutions and upload the images of their files to the cloud where doctors in the cities can locate the data and diagnose the conditions of the patients. It helps save time and shorten the urban-rural gap.
“Ambulance Pre-Hospital Electrocardiogram system” is effective to myocardial infarction. In 2020, Taiwan’s Ministry of Health and Welfares will donate this system to India where it will be demonstrated for its solid effectiveness.
In 2011, the company used the experience of smart medical imaging to cooperate with the Kaohsiung Veterans General Hospital, the Fire Department, and the Health Bureau to develop a new “ambulance to pre-hospital ECG system” platform. First-aid personnel can directly assess the patient’s condition through the ECG machine on the ambulance, and upload the DICOM standard format data to the system platform through the 3G or 4G mobile network. The system then analyzes the keyword sentence and outputs the information to the ECG, which at the same time, transmits the data to the doctor through the SMS system. With the initial assessment, the doctor can instantly perform the follow-up medical treatment. In the past, first-aid personnel needed to go through seven ambulance procedures from the arrival of ambulance personnel to the transportation of the patient to the hospital for emergency treatment. The “ambulance to pre-hospital ECG system” brings the procedure down to four, reducing human error and on-site ambulance personnel, shortening the time to 60 minutes from 90, and improving the first-aid treatment rate of myocardial infarction.
Through donations from the kind hearts, there are more than 200 ambulances in 14 counties and cities in Taiwan equipped with “ambulances to the pre-hospital ECG system” that helps the recovery rate of patients. The Ministry of Health and Welfare has planned to donate this system to India in 2020 so that it can be used widely in the world.

Currently, the Tri-Service General Hospital, Mackay Memorial Hospital, and Cheng Hsin General Hospital in Taipei have let in EBM’s AI healthcare system, which allows the doctors to find out who is the patient needed to have treatment in priority without having to go through thousands of photo files. There are no more cumbersome procedures and scheduling that will cause delays in a patient’s treatment. In all, the system simplifies a doctor’s work, improves medical quality, and makes medical care more secure.
