In 2009, ECOVE obtained the contract to operate the Macau Refuse Incineration Plant, becoming the first environmental resources management services provider in Taiwan to obtain an overseas EfW bid, said by Mr. Shih Yun-Peng, the ECOVE President.
In the beginning, the Macau Government was concerned that the transfer of the plant and its operations would affect the facility’s ability to receive and process garbage, resulting in the inability to treat the waste. In addition, as most of Macau’s resources are imported, a shortage of materials, spare parts and third-party suppliers required for the normal operation of the plant was particularly obvious.
Comprehensive planning leads to seamless operations in Macau
“ECOVE formulated in advance a comprehensive plan that rigorously controlled the plant acquisition process,” Shih said. “Coupled with our parent company CTCI’s extensive experience in the design and construction of EfW plants, the transfer of the Macau facility and its operations was successful.”
“This deep experience and technical capability in incinerator operations, combined with thorough planning and effective execution of maintenance-related work, allows us to respond early to the effects of any external changes,” Shih said. “The plant went online smoothly on July 1, 2009, achieving the goal of a seamless transition.”
“Thanks to good relationships with suppliers, we quickly obtained a large stock of necessary supplies to avoid a shortage of materials, ensuring that the normal operation of the incineration plant can be maintained,” he said.
“This EfW plant handles urban, commercial and industrial waste. Six incinerators can burn 1,728 metric tons of waste per day and generate 21.7 megawatts of electricity,” he added.
“This has successfully created a win-win situation and allowed ECOVE to take a beautiful first step onto the global stage,” Shih said.

Extending solutions to fields including sewage treatment and waste solvents
ECOVE has performed work on more than two-thirds of Taiwan’s 24 municipal EfW plants, including providing technical or management services, carrying out life cycle extension projects and upgrading equipment. This has given it a clear understanding of the life cycle and challenges of waste disposal services.
In addition to EfW sectors, ECOVE’s iO&M systems can be used in other fields, such as waste management and recycling, including sewage treatment and waste solvents.
