Taiwan’s leading provider of circular economy services
ECOVE, a subsidiary of global engineering services provider CTCI, is a Taiwan-based leading provider of circular economy services specializing in Energy-from-Waste (EfW), waste management, wastewater recycling, solar power, polyethylene terephthalate (PET) recycling and other areas. The company is committed to extracting more value from resources that would have otherwise gone to waste, as well as increasing the efficiency of its EfW incinerators, solar power plants and recycling facilities.
Public agencies and private enterprises in nations and regions, including Taiwan, Macau, China, Southeast Asia, India and the US have placed their trust in ECOVE’s environmental services in areas such as operations and maintenance (O&M), consulting, investment and development.
First firm in Taiwan to win an overseas EfW bid — uncovering Macau Refuse Incineration Plant issues
Due to high population density, rapid industrial and commercial development over the past years, the density and quantity of industrial and commercial waste, as well as daily garbage, in Macau are among the highest in the world.
As a result, waste treatment has become one of the most urgent issues in Macau
In 2009, ECOVE obtained the contract to operate the Macau Refuse Incineration Plant, becoming the first environmental resources management services provider in Taiwan to obtain an overseas EfW bid, said by Mr. Shih Yun-Peng, the ECOVE President.
In the beginning, the Macau Government was concerned that the transfer of the plant and its operations would affect the facility’s ability to receive and process garbage, resulting in the inability to treat the waste. In addition, as most of Macau’s resources are imported, a shortage of materials, spare parts and third-party suppliers required for the normal operation of the plant was particularly obvious.
Comprehensive planning leads to seamless operations in Macau
“ECOVE formulated in advance a comprehensive plan that rigorously controlled the plant acquisition process,” Shih said. “Coupled with our parent company CTCI’s extensive experience in the design and construction of EfW plants, the transfer of the Macau facility and its operations was successful.”
“This deep experience and technical capability in incinerator operations, combined with thorough planning and effective execution of maintenance-related work, allows us to respond early to the effects of any external changes,” Shih said. “The plant went online smoothly on July 1, 2009, achieving the goal of a seamless transition.”
“Thanks to good relationships with suppliers, we quickly obtained a large stock of necessary supplies to avoid a shortage of materials, ensuring that the normal operation of the incineration plant can be maintained,” he said.
“This EfW plant handles urban, commercial and industrial waste. Six incinerators can burn 1,728 metric tons of waste per day and generate 21.7 megawatts of electricity,” he added.
“This has successfully created a win-win situation and allowed ECOVE to take a beautiful first step onto the global stage,” Shih said.
Through its professional and honest team, as well as innovative corporate culture, ECOVE continues to provide quality services to Macau’s government.
The firm’s advanced, high-quality work has won it the recognition and trust of stakeholders, helping to gradually build an internationally-renowned brand image, and establishing a trustworthy reputation.
Actively developing intelligent operation and maintenance (iO&M) and data-driven operational systems — 12 EfW plants success in China
Taiwan is among the best in the world in terms of resource recovery rate and recycling technology, and its waste disposal experience can serve as a model for success in other nations, Shih said.
ECOVE is the largest environmental resource management service company in Taiwan and has more than 20 years of experience in O&M of EfW and waste treatment sectors. The extensive experience is embodied in its proven track record operating various types of incinerators from their engineering, construction and testing to operation, maintenance and life cycle extension. In order to continuously improve resource cycling efficiency, the company actively invests in iO&M and data-driven operational systems, integrating management information in real time to allow operators to make timely decisions and responses.
Taking the Macau plant for an example, ECOVE’s iO&M systems ensure the plant continue to operate at peak performance, demonstrating that ECOVE has the technology and experience to operate and manage international projects in EfW and waste management sectors, Shih said.
In addition to providing contract management services for 12 EfW plants in China’s Beijing, Shanghai, Guangdong and other cities, ECOVE has also significantly improved their performance, he said.
In line with the Taiwanese government’s New Southbound Policy, ECOVE has entered into negotiations for collaborative projects in countries including the Philippines, India, Vietnam, Thailand and Malaysia, Shih said.
Extending solutions to fields including sewage treatment and waste solvents
ECOVE has performed work on more than two-thirds of Taiwan’s 24 municipal EfW plants, including providing technical or management services, carrying out life cycle extension projects and upgrading equipment. This has given it a clear understanding of the life cycle and challenges of waste disposal services.
In addition to EfW sectors, ECOVE’s iO&M systems can be used in other fields, such as waste management and recycling, including sewage treatment and waste solvents. This allows ECOVE to extend its domestic wastewater treatment business and experience in developing water technology and services to overseas markets.
