40-year industry veteran provides security solutions to improve policing and traffic management

Video surveillance has evolved significantly over the past several decades, starting with vidicon camera tubes adapted for professional use that were succeeded by CCD cameras for environmental monitoring and access control. Fast-forward to the present day: The development of a wide variety of programs and communications protocols has turned high-end IP cameras into the foundation for complete monitoring solutions in fields including traffic management, public security, policing, and access control.

This in turn has allowed for the creation of a plethora of smart city solutions.

LILIN, a global leading manufacturer of IP video cameras, recording devices, and software. Founded in 1980, technology and innovation are in the DNA of LILIN, which has witnessed the evolution of monitoring technologies firsthand. It has taken the insights about the surveillance market that it has gleaned over the past 40 years to create the most comprehensive smart city solutions for governments and private institutions around the world.

LILIN, which started out manufacturing analog cameras, “is the world’s first IP solutions provider to obtain ONVIF [Open Network Video Interface Forum] certification,” said Mr. C.C. Hsu, chairman of MERIT LILIN Enterprise Co. Ltd.

“Our analog-to-IP and IP products use mature and stable technology,” Hsu said.

“There are strict processes in place throughout LILIN’s entire business — from research and development to sales, as well as in both the front and back ends — to meet the highest standards for quality and to ensure a low defect rate, allowing LILIN to provide customers with a diverse and comprehensive range of services,” he said.

Improving crime detection and prevention to ensure the long-term stability of cities in the Philippines and Bangladesh

With the rapid expansion of urbanization, the populations of large cities in developing nations have surged in relatively short periods of time, leading to corresponding rapid increases in the types and number of crimes. This has impacted the combination of IP network-based video recording equipment and intelligent monitoring systems becoming the most common smart policing solution. This combination provides authorities with real-time, around-the-clock recording, analysis, and evidence search capabilities, helping them effectively combat crime and ensure public security.

In the Philippines, the City of Malabon, which has a population of more than 360,000, has effectively expanded its image storage capacity and capabilities by upgrading to LILIN’s 72-channel central video management system, high-speed dome-style IP cameras, and high-resolution infrared zoom-enabled IP cameras. This means that even in Malabon’s vast hinterland, authorities can accurately monitor key areas of the city, effectively reduce local crime and ensure public safety.

In Dhaka, the capital of Bangladesh, a complicated local political and cultural situation, has resulted in frequent bomb attacks, which leave the entire country in a state of turmoil and unrest. However, traditional, analog closed-circuit video surveillance systems lack the clarity and resolution to be effective crime-fighting tools. This left the Bangladeshi government scrambling for a solution until it learned about the advantages of LILIN’s IP network-based surveillance system. Working with LILIN’s local partners, the Bangladeshi government immediately decided to deploy the firm’s surveillance equipment to reduce the city’s crime rate.

Smart bus stops prevent crime and help improve traffic accidents in real-time

Taipei boasts Taiwan’s most diversified public transportation system, including the Mass Rapid Transit (MRT) metropolitan rail network, buses, and taxis. According to government statistics, there are about 300 bus routes that provide services in all directions from the downtown areas of Taipei and New Taipei City.

If not carefully monitored, these routes could easily become the targets of criminals or sources of road accidents, so the Taipei City Government collaborated with LILIN on implementing a number of smart city initiatives. One such program involved LILIN installing smart bus stops at 60 prime locations, including MRT Taipei City Hall Station and Taipei Railway Station, and major intersections, such as Renai Road-Linyi Street and Xinyi Road-Yongkang Street.

These smart bus stops are equipped with LILIN’s high-definition, autofocusing infrared IP cameras, which not only provide a wide recognition angle but also noise-free and high-resolution images in low-light conditions. The cameras — combined with an ultra-high-definition embedded network video recorder to store raw footage in Nangang District — have helped the Taipei City Government prevent robberies, sexual assaults, and other crimes, as well as quickly improve major traffic accidents.

Alleviating vehicular congestion through real-time AI analysis, monitoring and traffic diversion

As about 1 million vehicles travel on Taiwan’s freeways each day, the Freeway Bureau is keenly interested in monitoring conditions on the roadways and gaining an accurate grasp of traffic flow on the important transportation arteries.

To provide the public with the smoothest driving experience possible, the bureau teamed up with LILIN to deploy nearly 650 high-speed, dome-style cameras at several key sections of the road. These cameras provide 24-hour, real-time traffic monitoring data, which is sent to electronic signage on freeways and the government’s 1968 information app to update drivers on congestion. The data is also used by freeway police to quickly identify and deal with traffic accidents, ensuring that drivers have safe and comfortable journeys.

At the southern exit of Taichung’s Daya Interchange, the bureau has adopted the LILIN Aida traffic management system. The system identifies when drivers illegally change lanes or drive on the shoulder and instantly notifies the bureau’s central monitoring center. Competent units can then carry out high-tech law enforcement to ensure the safety of drivers.

High-quality equipment ensures cross-border security on the Hong Kong-Zhuhai-Macau Bridge

The Hong Kong-Zhuhai-Macau Bridge — the longest sea-crossing and longest open-sea fixed link in the world — connects the three major cities of the Pearl River Delta. Due to the bridge’s unique cross-border nature, how to implement high-standard security measures has been a key government consideration.

As a leading surveillance equipment supplier for the security project, LILIN is installing up to 100 high-speed, dome-style IP cameras at the port of Hong Kong. In addition to nearly 180 IP and analog-to-IP cameras in various configurations, the port’s entry and exit roads are also equipped with LILIN surveillance cameras, with all data sent directly to the Hong Kong Immigration Department’s central management system to ensure cross-border security.

AI-powered surveillance tools help fight the pandemic

The pandemic has infected tens of millions and killed more than 750,000 people worldwide since it began in early 2020. To help the world fight the spread of the virus, LILIN has leveraged its experience in surveillance and AI technology to create two AI-powered solutions.

The first is a temperature measurement solution that can help detect a person who has a high body temperature. High-precision, binocular infrared webcams provide the raw data enabling the system to identify and track high-temperature objects in real-time.

The second solution is the Aida mask-detection system, which relies on AI image analysis technology to identify when people are not wearing masks. The system can be used to enforce strict mask-wearing rules and help with access control to prevent disease-prevention lapses.

LILIN is working hand-in-hand with authorities and the public to fight the pandemic, using the latest AI advances to optimize disease prevention and fight the virus.

Recently, LILIN is more actively developing in the AI analysis market and expecting to help global government, schools, enterprises to create a more intelligent living environment through smart security in various fields such as transportation, smart public, and health. Through continued efforts, LILIN will provide a more comprehensive smart security solution for government and global customers in the future.
